Universal Great Britain: What 23 Contractors Mean for 2031

Universal’s British theme park has moved from planning to building. The company has appointed the first 23 firms to deliver the Bedford resort, named in an announcement reported on 15 September, with enabling works already under way on site.

For anyone who might eventually visit, the useful number is not 23 but 2031. That is the opening year, and the contractor list is the first hard evidence that the schedule is being resourced rather than merely announced.

At a Glance
  • Opening year: 2031, on a 476 acre site at the former Kempston Hardwick brickworks south of Bedford.
  • Delivery team: 23 firms, of which seven are main construction contractors and sixteen are consultants and specialist support.
  • Investment: more than 5 billion pounds from Comcast NBCUniversal, plus 1.3 billion pounds of government infrastructure support.
  • Jobs: about 20,000 during construction and about 8,000 permanent once open.
  • On site now: enabling works, ahead of a five year main construction programme.

Who Is Actually Building It

Seven main construction contractors carry the build: Bovis Construction, Galliford Try, Morgan Sindall, P.J. Carey Contractors, Sir Robert McAlpine, Wates Construction and Winvic Construction, as broken out by Construction Enquirer.

The remaining sixteen are consultants and specialists, among them Arup, Buro Happold, Mott MacDonald, AtkinsRealis, Arcadis, Mace, Gleeds, Gensler, Rider Levett Bucknall, Pinsent Masons and Oxford Archaeology.

The presence of an archaeology contractor alongside the earthworks firms is the tell that this is still the ground stage. Oxford Archaeology’s involvement is standard for a site of this size before main construction can proceed.

The Site and the Timetable

The park occupies 476 acres of former brickworks land at Kempston Hardwick, immediately south of Bedford. Reusing a brownfield industrial site rather than farmland is part of why the scheme cleared planning.

Enabling works are running now, with a five year main construction programme to follow. Set against a 2031 opening, that leaves very little float, which is why the early contractor appointments matter more than they might at another project.

Decision Matrix
If you… What to do
Are planning a UK trip in the next few years Do not build an itinerary around this park. Nothing is visitable before 2031; Alton Towers is the nearest comparable UK option today.
Want to see the site There is nothing to see. Enabling works on a 476 acre brownfield plot are not a visitor attraction.
Are weighing a 2031 or later European park trip Keep it on the list but treat the date as a target, not a booking. No tickets or hotel dates exist.
Are watching for slippage Track the main construction start rather than press releases. That is the milestone that tests the 2031 date.
Live in or near Bedford Expect construction traffic and recruitment. About 20,000 construction roles are attached to the build.

The Money and the Job Split

Comcast NBCUniversal is putting more than 5 billion pounds into the resort, with 1.3 billion pounds of government infrastructure support alongside it. That support covers road and rail access rather than the park itself.

The job split is 20,000 construction roles against about 8,000 permanent ones. The construction figure is the larger number and the temporary one, which is worth remembering when the totals are quoted as a single headline.

The two figures are often added together and reported as 28,000 jobs. That total is real but it blends a five year construction workforce with the permanent operating staff, and only the second number describes the resort once it is running.

Government money of this scale also tends to arrive with access commitments attached. Rail and road capacity into Kempston Hardwick is the practical constraint on a park of this size, and it is the part of the scheme a visitor would eventually feel first.

What Is Not Yet Known

No ride lineup, land names or ticket structure has been published, and no opening date within 2031 has been given. A 500 room hotel and a retail, dining and entertainment complex are part of the consented scheme.

Nor has Universal said how the park will price against existing European destinations. Those are the details that would let anyone actually plan a trip, and they are years away.

Planning Impact

2031 is the only date that matters. Everything announced so far is procurement, not product, and none of it changes a trip booked before then.

Enabling works are not main construction. The five year programme has not started; the date to watch is when it does.

Nothing is bookable. No tickets, no hotel inventory, no published attraction list. Treat 2031 as a target rather than a plan.
