Singapore Arrival Card Access Comes to MyICA Sept. 30

The Immigration and Checkpoints Authority said on September 16, 2026 that travelers entering Singapore from September 30 can complete the enhanced Singapore Arrival Card in the MyICA mobile app, not only on the agency website. The Straits Times reported that ICA used its official Facebook page to confirm the date, the passport scan autofill, and the expanded language list. Anyone who submits a card from September 30 must update MyICA first.

The traveler decision is a process step, not a visa change: update the app, then file the free card on ICA’s own channels before you fly. People already comparing Singapore Airlines itineraries into Changi should treat September 30 as the day the mobile form catches up with the website version launched in August. The card remains a mandatory electronic health declaration. It does not replace a passport, visa, or immigration inspection.

MyICA Carries the Enhanced Card From September 30

The enhanced Singapore Arrival Card has been available on ICA’s website since late August 2026. From September 30 it will also sit inside MyICA, which is the change travelers will feel at the gate, in a taxi queue, or in a hotel lobby the night before a flight. ICA’s September 16 notice is the dated instruction: update the app before you submit a card from September 30 onward.

The browser form remains live on the official SG Arrival Card service. Travelers who prefer a laptop can keep using that page. Travelers who want the phone flow must be on the latest MyICA build, or the app will not present the enhanced card. This is not a new entry tax and not a new visa. It is the same mandatory declaration, moved onto the phone with extra language support and faster autofill.

Filing Rules for Visitors, Residents, and Transit

The arrival card is a mandatory electronic health declaration that incoming travelers must submit before they arrive. That net includes Singapore citizens, permanent residents, and long-term pass holders flying home, not only tourists. The two published exceptions are narrow. Transit passengers who do not seek immigration clearance do not file. Singapore residents traveling overland through Woodlands Checkpoint or Tuas Checkpoint do not file.

A visitor arriving by air at Changi still files before landing. A Singaporean returning on the same aircraft still files. A visitor riding in a car across the Causeway still files, because the land exemption is for residents using those two checkpoints, not for every vehicle. Deep Arrival’s passport stamps guide explains how stamps sit next to electronic records. The arrival card does not stamp your book. It feeds ICA’s pre-arrival file so officers already have your trip details.

Passport Scan Autofill Reaches Citizens and Pass Holders

The useful new mechanic is the camera. Foreign visitors could already scan the biometric page of a passport to auto-fill personal details on the enhanced card. ICA is now extending that scan to Singapore citizens, permanent residents, and long-term pass holders, who previously leaned on Singpass retrieval or slower manual entry. Singpass remains available. The scan is an extra path, not a replacement.

Language support is the other half of the upgrade. The enhanced card adds Bahasa Indonesia, Dutch, Arabic, Spanish, Russian, Filipino, and Italian, bringing the total to 19 languages. Mixed groups can each complete the form in a language they actually read, then share one confirmation screen. If your language was already supported, the questions should feel familiar. If it was not, September 30 is the first day the phone app is supposed to offer it.

Land Checkpoint QR Codes Need the Same Update

Air arrivals are not the only people who must touch MyICA this month. ICA said travelers who use the app to generate QR codes for passport-free immigration clearance at land checkpoints must also update before September 30. That instruction covers motorists and passengers, not only the person holding the steering wheel. If your household carpools through Woodlands at dawn, every phone that generates a code needs the new build.

Residents who use Woodlands or Tuas still skip the arrival card, but they do not skip the app update if they rely on those QR codes. The two tasks look similar on a phone and are easy to mix up. One is a pre-arrival health declaration for people who must file. The other is a clearance token for land lanes that already support passport-free flow. Update once and both paths stay current.

ICA’s recent land-checkpoint delay notices are a separate operational story. Deep Arrival covered ICA’s warning of border delays through September 14 as a queue issue, not as a form change. A jam at the Causeway does not cancel the September 30 software date.

What to Do Before September 30

Do the app update on Wi-Fi at home, not on roaming at the jet bridge. Open MyICA, install the latest version from the official Apple or Google store listing, and confirm you can reach the arrival card section. Then submit the card on that updated app or on ICA’s website. Keep a screenshot of the confirmation. Officers can pull the record, but a screenshot still saves time if a screen fails.

If you fly before September 30, the current website flow still works. If you fly on or after that date, update before you start the form so you are not mid-declaration on an outdated build. Families should update every phone that might file. ICA also posted e-Services maintenance from 10:00 p.m. on September 17 to 8:00 a.m. on September 18, Singapore time, and an IC-Online pause from 6:00 p.m. to 11:59 p.m. on September 18. File outside those windows if you need a card this week.

Official ICA Channels Stay Free

ICA has repeated that submitting the Singapore Arrival Card through official channels is free. Use MyICA or the agency website. Third-party sites that charge a “processing fee” for the same form are not ICA, and they are not required. If a search ad promises a faster card for a price, close it and go back to the ICA domain you already opened in this article.

Keep the sequence small. Update MyICA. File the card. Pack the passport you scanned. Fly. The September 30 change does not alter airline check-in or bag rules. It only changes where the mandatory declaration lives on your phone. Until ICA posts another dated change, the confirmed fact remains the September 16 notice: from September 30, the enhanced card is on MyICA, and the app has to be current for the form and for land-checkpoint QR codes.

Decision Matrix
If you… What to do
Fly into Changi as a visitor from September 30 Update MyICA, then file the Singapore Arrival Card on the app or ICA website before arrival.
Are a Singapore citizen, PR, or long-term pass holder flying in File the card too. Scan your passport or use Singpass, after you update the app.
Drive through Woodlands or Tuas as a resident You skip the arrival card, but update MyICA if you use its QR code for land clearance.
Transit airside and do not clear immigration You do not file the Singapore Arrival Card.
Planning Impact

September 30, 2026 is the MyICA gate. Update the app before you submit a Singapore Arrival Card or generate a land-checkpoint QR code from that date.

Trips that arrive before September 30 still use the current website flow. File on ICA’s site if the app does not yet show the enhanced card.

ICA e-Services pause overnight September 17 to 18. File outside the posted Singapore-time maintenance windows if you need a card this week.
