Emirates Can Add Daily Berlin Flights as Fifth City

Germany’s transport minister said on September 10, 2026, that a United Arab Emirates airline now has a fifth German landing point, ending a four-city cap that had kept Emirates out of Berlin. Steffen Bilger told Frankfurter Allgemeine Zeitung the extra rights are limited to seven flights a week and do not include fifth-freedom flying from that new city to a third country.

That is a traffic-rights grant, not a bookable timetable. Emirates has not published a Dubai to Berlin start date, aircraft roster, or fare file, so travelers cannot buy a nonstop yet. If you are comparing Gulf carriers for a Germany trip, use existing Emirates hubs and our Emirates vs Etihad guide until the airline opens sales.

At a Glance
  • Decision: Germany granted a UAE carrier a fifth landing point on September 10, 2026.
  • Cap: Seven extra flights a week, with no fifth-freedom rights beyond Germany.
  • City: Berlin, according to Berlin’s mayor and independent aviation reporting.
  • Not included: Stuttgart, which Emirates also requested in June 2026.
  • Bookings: Not open. Emirates has not set a start date.

What Germany Approved on September 10

The grant landed during the Berlin state visit of UAE President Sheikh Mohamed bin Zayed Al Nahyan, who met Chancellor Friedrich Merz. Bilger called the outcome “forward-looking” after years of talks and said Germany was tying itself more closely to the UAE by adding a fifth landing point to the four UAE carriers already used.

Those four cities are Frankfurt, Munich, Dusseldorf, and Hamburg. Emirates already flies all four. The new right is an add-on, not a swap, so the airline does not have to drop an existing German city to serve the capital. Aviacionline quoted Bilger saying the extra flights are capped at seven a week and that flights between the fifth point and third countries are ruled out.

Seven weekly frequencies is a daily round trip if Emirates uses the full allowance. Berlin Mayor Kai Wegner framed it that way, saying daily Emirates long-haul flights from Berlin to Dubai would connect two growing economic regions and improve Berlin Brandenburg Airport’s international map. Treat that as political welcome language. The legal instrument is a weekly cap, not a filed schedule.

Emirates has not confirmed it will use all seven frequencies, which aircraft will fly the route, or when tickets will go on sale. Until those three items appear on emirates.com or in a schedule filing, the useful traveler fact is narrower: the regulatory block is gone, and a daily Dubai to Berlin nonstop is now legally possible.

Berlin Sat Outside Emirates’ German Network

The four-city limit traces to a 1994 bilateral air-services deal. Emirates filled those four points with Frankfurt, Munich, Dusseldorf, and Hamburg, which cover Germany’s main business hubs but leave the capital without the airline’s own metal. Adding Berlin would have required dropping one of those cities unless Germany expanded the list.

Simple Flying dates the Berlin and Stuttgart campaign to 2004. FAZ notes that Emirates president Sir Tim Clark pressed for Berlin on repeated Germany visits. In a June 9, 2026, media-centre statement from Berlin, Emirates said it was ready to launch daily services to both Berlin and Stuttgart, subject to Federal Ministry of Transport approval, and to spend more than 100 million euros a year on operating costs, staff, airport charges, fuel, and related expenses.

That June brief named Boeing 777-300ER metal, more than 280 tonnes of weekly belly cargo per daily service, and one-stop links to about 50 destinations that no German airline serves. Clark said German businesses, the Berlin Chamber of Commerce, and Emirates’ own booking data all pointed to full flights. The September grant answers only half of that ask.

Stuttgart Stays Off This Map

FAZ reports that Emirates wanted seven weekly flights to Berlin and seven to Stuttgart, 14 extra frequencies in all. Germany approved one extra city, not two. Stuttgart remains outside Emirates’ German network. Travelers who need Baden-Wurttemberg long-haul still connect on Lufthansa Group metal, on Emirates via Frankfurt or Munich, or on another long-haul carrier that already serves Stuttgart.

That split matters if you were waiting for a one-seat Dubai to Stuttgart itinerary. The September 10 deal does not create it. A Berlin flight can still help Stuttgart-area passengers who are willing to use German domestic or rail connections into BER, but that is a self-transfer, not an Emirates through-ticket from STR.

Packing for either city still follows German plug and voltage rules. Our Germany travel adapter guide covers Type F sockets and the 230-volt supply you will meet in Berlin hotels once a nonstop exists, and on current trips through Frankfurt, Munich, Dusseldorf, or Hamburg.

How to Reach Dubai from Berlin Now

Until Emirates files Berlin flights, the nonstop does not exist. Berlin passengers still change in Frankfurt, Munich, Dusseldorf, or Hamburg on Emirates, or they use Lufthansa Group services to Dubai. FAZ said Lufthansa, including Eurowings, Swiss, and Austrian Airlines, is offering up to 36 Dubai flights a week this winter, a schedule the group highlighted the day before the rights announcement.

Those connections remain the bookable product. A BER to FRA or MUC domestic hop plus an Emirates widebody is the practical path today. It costs an extra connection, extra minimum connection time, and extra disruption risk, which is exactly why Berlin officials wanted a nonstop. Do not assume the new rights change any ticket you already hold.

Fifth-freedom rights were the other prize Emirates did not win. FAZ said a fifth-freedom add-on would have let Emirates fly Dubai to Berlin to New York on one aircraft and compete with Lufthansa in the transatlantic market. Singapore Airlines already has a similar Singapore to Frankfurt to New York structure. Emirates does not get that from BER. A future Berlin flight, when it starts, is a Germany to UAE shuttle, not a hidden US gateway.

Bookings Stay Closed Until Emirates Files a Schedule

Watch three signals, in order. First, an Emirates schedule or media-centre note that names Berlin Brandenburg, a start date, and flight numbers. Second, the route appearing in the airline’s booking engine with fares you can ticket. Third, a seat map that shows whether the airline is using a three-class 777-300ER, as it proposed in June, or another widebody from the current German fleet.

Do not treat rumor dates as a clock. Specialist outlets have floated winter 2026 and December 2027 starts. Those figures are not in Bilger’s remarks, Wegner’s welcome, or Emirates’ current media centre. If you need to be in Dubai from Berlin on a named date in 2026, book a connection you can actually ticket and keep the nonstop as a later change if sales open with a usable fare.

The seven-flight cap also sets a ceiling once flying starts. A daily service uses the full allowance. Extra frequencies, a second daily, or a continuation beyond Berlin would need another government decision. For now the traveler job is simple: the legal door is open, the booking door is not, and Stuttgart is still outside it.

Decision Matrix
If you… What to do
Need Berlin to Dubai in 2026 on a firm date Book a connection via Frankfurt, Munich, Dusseldorf, or Hamburg. Emirates has not opened Berlin sales.
Can wait for a nonstop and will change tickets later Watch emirates.com for a Berlin start date, then compare the new nonstop against your connecting fare.
Were counting on Stuttgart long-haul on Emirates Do not. Germany did not add Stuttgart. Keep using FRA or MUC, or another long-haul carrier at STR.
Hoped to fly Dubai to Berlin to New York on one Emirates aircraft That fifth-freedom add-on was refused. A Berlin flight, when it starts, stays a Germany to UAE route.
Planning Impact

September 10, 2026, is the rights date. Germany added a fifth UAE landing point. It did not put Emirates Berlin tickets on sale.

A published Emirates start date is the booking gate. Until flight numbers and fares appear, keep using connections via Frankfurt, Munich, Dusseldorf, or Hamburg.

Seven weekly flights is the ceiling. A daily service uses the full extra allowance. Stuttgart and fifth-freedom continuations need a later government decision.

Frequently Asked

Did Germany approve Emirates flights to Berlin?

Yes. On September 10, 2026, Transport Minister Steffen Bilger said a UAE airline now has a fifth German landing point, capped at seven extra flights a week. Berlin’s mayor described the new city as Berlin.

When do Emirates Berlin flights start?

Emirates has not published a start date, flight numbers, or fares. The September 10 decision removes the legal block. It does not put tickets on sale.

Can I book Dubai to Berlin on Emirates today?

Not as a nonstop. Book existing Emirates German cities or a Lufthansa Group Dubai flight, then change later if a Berlin nonstop appears at a fare you will accept.

Did Stuttgart get Emirates flights too?

No. Emirates asked in June 2026 for daily Berlin and Stuttgart service. FAZ reports Germany approved one extra city, not both. Stuttgart stays off the Emirates map.
