That official update said construction was about 71 percent complete at the time and was on schedule for a July handover followed by a November grand opening. The July handover was an internal project milestone, not a public opening promise. Travelers should use November as the current target and should not assume that a completed construction handover means every venue is operating.

The Antigua Observer reported after the September 1 tour that the development still was expected to open in November. Prime Minister Gaston Browne said it includes 27 stores, most locally owned. Port general manager Gasper George said outfitting the stalls was under way and due to finish by the end of October.

The current report does not provide a single public opening day, a complete tenant directory, hours, day club admission terms, pool rules, or a reservation process. Those details can change the value of the complex for a cruise passenger with only a few hours ashore.

The Passenger Terminal Is Already Open

The development has moved in phases. The 10,000 square foot passenger terminal opened in February 2026, while the broader retail and leisure portion continued toward its later opening. Tourism Minister Charles Fernandez told reporters that an inviting port area could encourage passengers who have not booked a tour to walk ashore. That is a goal, not a guarantee of how an individual passenger will spend the day. Walking distance, heat, mobility needs, ship time, and venue hours still shape the choice.

Officials also said residents would have the same access to the new area that they currently have to Heritage Quay. The statement supports a shared public facing district, but it does not answer every question about the day club, plunge pool, private events, capacity controls, or charges for particular services.

The new information and transportation services may be more important than the store count for some visitors. A clearly staffed information point and a broader transport system could make independent movement easier. November is a target month, not a dated opening notice. The October fit out deadline also applies to work on the retail stalls and does not prove that every tenant will open at the same time. Inspections, staffing, inventory, operator training, or final site work could produce a phased debut.

The number of stores does not establish which products, prices, or services will be available on a particular call. Officials said most units are locally owned and that some anchor tenants are still needed. The day club is also not yet a dependable itinerary item. The official progress update previewed a plunge pool and related leisure space, but the current sources do not give admission rules, age rules, hours, capacity, pricing, or a booking method. Ground transportation changes need the same caution.
